What is a sales/delivery challan & when is it legally required?
A sales challan (widely referred to as a delivery challan) is a legal document used to support the transport of goods from one place to another when the transaction does not involve an immediate sale. Under Rule 55 of the CGST Rules, 2017, a delivery challan is mandatory for any goods movement where a tax invoice cannot be issued at the time of dispatch.
Moving goods without either a Tax Invoice or a valid Delivery Challan is a major offense under GST laws and can result in the seizure of your goods, impounding of the transport vehicle, and heavy penalties under Section 129 of the CGST Act: on taxable goods, 200% of the tax payable when the owner of the goods comes forward to pay it. VyapRise lets you generate and print a serially numbered challan, in all three Rule 55 copies, in seconds.
Rule 55 scenarios: when to use a delivery challan
Here is a comprehensive breakdown of the most common business scenarios where you must issue a delivery challan instead of an invoice, along with their respective legal timelines:
| Scenario | GST Rule & Requirement | Time Limit / Condition |
|---|---|---|
| 1. Send for Job Work | Sending raw materials or semi-finished goods to a worker for processing. | Inputs must return within 1 year; Capital goods within 3 years (extendable). Else, it's treated as a deemed sale. |
| 2. Goods on Approval | Sending goods to customers for trial or inspection before they buy. | Must be invoiced or returned within 6 months from the date of dispatch. |
| 3. Stock / Branch Transfer | Moving stock between your own warehouses or branches. | No tax if within the same state under one registration. A branch in another state is a separate registration, so a tax invoice is required. |
| 4. Semi-Knocked Down (SKD) | Transporting large machinery or products in multiple parts/lots. | Invoice is generated with the first lot; subsequent parts travel on delivery challans referencing the main invoice. |
| 5. Liquid / Gas Supply | Continuous supply of goods (e.g. gas, water, chemicals) where quantity is measured at delivery. | Invoice is generated periodically post-delivery based on consumption records. |
Mandatory details required in a delivery challan
Under Rule 55(1), a delivery challan must be serially numbered (up to 16 characters) and contain the following details:
- Date and consecutive number of the challan.
- Name, address, and GSTIN of the supplier.
- Name, address, and GSTIN (if registered) of the consignee/recipient.
- HSN code and detailed description of the goods.
- Quantity (provisional, where exact quantity is not known).
- Taxable value of the goods (fair market estimate).
- Estimated tax rates and amounts (CGST, SGST, IGST) — though tax is not collected, the estimated amount must be disclosed.
- Place of supply and signatures of the authorized representative.
E-way bill rules for delivery challans
Even if you are moving goods on a delivery challan (and not an invoice), you must generate an E-Way Bill if the consignment value exceeds ₹50,000 (or higher limits applicable in specific states like ₹1 Lakh in Maharashtra and Bihar for intra-state transfers). Goods sent to a job worker in another state need an E-Way Bill whatever their value. When generating the E-Way Bill, select "Delivery Challan" (or sub-types like "Job Work" or "Own Use") as the document type instead of "Tax Invoice".

Frequently asked questions
What is a sales challan or delivery challan?
A sales challan (also called a delivery challan) is a document used when goods are dispatched without a tax invoice — for example, stock transfers between warehouses, goods sent on approval, or job work. It records the goods being moved, transporter details, and is required for compliance with GST transport rules.
What is the difference between a sales challan and a tax invoice?
A tax invoice is issued when ownership of goods transfers (a sale), which requires immediate tax payment. A sales/delivery challan is used to transport goods without a sale transaction (for stock transfers, job work, goods on approval, etc.). No immediate tax is collected on a challan, although the estimated tax rates must be declared.
When should I use a delivery challan instead of a tax invoice?
Use a delivery challan when goods are moved without sale: branch transfers, goods sent for job work, goods on approval basis, exhibition stock, or liquid/gas supplies in continuous supply. A tax invoice is required only when ownership transfers (actual sale).
Is a delivery challan mandatory under GST?
Yes. Under Rule 55 of the CGST Rules, a delivery challan is mandatory when goods are transported without an invoice. It must include supplier details, challan number, date, goods description, HSN codes, quantity, and the reason for transportation.
How long is a delivery challan valid under GST?
A delivery challan is used for transport and is valid for the duration of the transit (matching the validity of the associated E-Way Bill). However, for the underlying transaction (like job work or approval), the goods must be returned or invoiced within the legal time limits (6 months for approval, 1 year for job work inputs).
Can I convert a delivery challan to a tax invoice on VyapRise?
Yes. In VyapRise Pro (and during the 7-day free trial) a delivery challan can be converted into a tax invoice, with its items, customer and HSN codes carried over, so nothing has to be typed twice.
Guides on this topic
Plain-language explainers: the rules, worked examples and common mistakes.
- Delivery Challan: Meaning, Format and GST Rule 55A delivery challan is the document that travels with goods when they move without being sold — for job work, on approval, for an exhibition, or between your own godowns under the same GSTIN. It carries no GST charge and no ownership transfer; CGST Rule 55 lists what it must contain and requires it in triplicate.
- E-Way Bill Rules: Limit, Validity, Part-A and Part-BAn e-way bill is required to move goods worth more than ₹50,000 in one consignment, whether the movement is a sale or not. It has two parts — Part-A with the document, parties, value and HSN, and Part-B with the vehicle — and validity runs from when Part-B is first entered: one day for every 200 km for normal cargo, each day ending at midnight of the following day.
- Free Samples Under GST: Invoice or Delivery Challan?A free sample given to an unrelated person, with nothing charged, is not a supply under GST: no GST is due and no tax invoice is issued. The goods travel on a delivery challan under Rule 55, and the input tax credit on them is blocked by Section 17(5)(h), so any credit already taken must be reversed. Samples sent to a related person or to your own GSTIN in another state are different: they are a supply even without payment and need a tax invoice.
- GST Invoice Format: Mandatory Fields Under Rule 46A GST tax invoice must carry the particulars listed in CGST Rule 46: the supplier's and (for B2B) the recipient's name, address and GSTIN, a unique consecutive invoice number of up to 16 characters, the date, HSN or SAC codes, description, quantity, taxable value, the tax rate and amount split into CGST, SGST or IGST, the place of supply for inter-state sales, whether reverse charge applies, and a signature.
